Summary
Transfers all facilities of the Vermejo reclamation project to the Vermejo Conservancy District, New Mexico. Excludes from such transfer certain contractual land arrangements, including a contract entered into between the Bureau of Reclamation and the Bureau of Sport Fisheries and Wildlife. Retains the right of the Secretary of the Interior to manage Lake 13 for the conservation, maintenance, and development of the area as a component of the Maxwell National Wildlife Refuge in a manner that does not interfere with operation of the Lake's dam and reservoir for the primary purposes of the project.
