Summary
Prohibits the distribution or sale of mailing lists of individuals under the age of 18 for use in any commercial solicitation in or affecting interstate commerce. Directs the Secretary of Commerce to prescribe such rules as may be necessary to carry out this Act. Imposes a $1,000 fine for violation of such prohibition.
