Summary
Amends the Legislative Reorganization Act of 1946 to provide for adjustments in rates of pay for Members of Congress to be deferred until the beginning of the Congress following the Congress in which they would otherwise occur. Requires adjustments to presidential pay recommendations to be made before any adjustments made pursuant to the General Schedule. Prohibits such adjustments from exceeding certain cost-of-living increases under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.
