Summary
State Legislative and Administrative Procedure Protection Act of 1983 - Requires any final rule promulgated by the Administrator of the Environmental Protection Agency, which would nullify any State law or administrative procedure, to be transmitted to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives. Prohibits such a rule from becoming effective if either House passes a resolution disapproving it within 30 days of continuous session after it is submitted to Congress.
