Summary

Directs the owners of bridges over navigable waters of the United States to submit to the Secretary of Transportation for approval general plans and specifications to provide for such alteration of any bridge as the bridge owner may desire to meet the necessities of railroad or highway traffic, or both. (Amends 33 U.S.C. 514)
