Summary
Amends the Agricultural Adjustment Act of 1938 to permit the Secretary of Agriculture to allow owners or operators of farms within Colleton County, South Carolina, who have suffered a loss of ten percent or more of their tobacco acreage due to a natural disaster, to lease all or part of their tobacco allotment or quota to other operators or owners in the same or nearby counties within the State.
