Amends the Federal Water Pollution Control Act to increase the maximum civil penalty which may be assessed for discharges of oil and hazardous substances from $5,000 to $100,000 per violation. Imposes criminal penalties for such illegal discharges of fines up to $100,000 or imprisonment for not more than three years, or both.
