Summary
Amends the Small Business Act to allow the Small Business Administration to provide disaster loans to small business in areas which the Administrator declares to have been struck by impacted disasters, upon request of the Governor of the State where such area is located. Defines "impacted disaster" for purposes of this Act to mean any hurricane, tornado, storm, flood, high water, wind-driven water tidal wave, or other specified natural catastrophe.
