Summary
Provides that any public road to and from a county seat shall be held to be of value to the general public, and such public interest shall override any release by the local governing board of any county for the destruction of or damages to any such public road. Authorizes the Corps of Engineers to restore any road so damaged or destroyed, including bridges, to accommodate the traveling public.
