Summary

Authorizes the States to perform certain functions delegated to the Secretary of the Army and the Chief of Engineers with respect to public works and dredging projects on intrastate waters. Establishes proceedings designed to insure that compliance with applicable program requirements be submitted by States for the approval of the Secretary. Authorizes the Secretary to withdraw approval of State programs which are improperly administered.
