Summary

Prohibits unauthorized persons from placing or coercing the placement for permanent care or adoption of a child for compensation under circumstances which result in the child's transportation in interstate or foreign commerce. Subjects violators to a fine of not more than $10,000, imprisonment for not more than five years, or both. (Adds 18 U.S.C. 2581-2)
