Summary
Amends the Emergency Jobs and Unemployment Assistance Act of 1974 to qualify individuals who are eligible for unemployment compensation under State or Federal law for special unemployment assistance to the extent that the special assistance benefits to which such individuals would be entitled had they been eligible for State or Federal unemployment compensation exceeds such regular compensation.
