Summary
Amends the Interstate Commerce Act to authorize freight forwarders, for a two-year period to enter into, or operate under, contracts for the utilization by such freight forwarders of the services and instrumentalities of common carriers by railroad. Requires the Commission to report to the Congress the effect of such authorization on the consumer, shipper, freight forwarder, and other segments of the surface transportation industry.
