Summary
Sets requirements for the mailing of matter in excess of five thousand identical pieces, under the penalty mail privilege, on an official basis by Government departments. Requires that information be published including the following: (1) the purpose of the mailing; (2) the source of the mailing list of persons or organizations; and (3) the amount or equivalent amount of postage due for mailing such matter. (Adds 39 U.S.C. 3204(c)(1))
