Summary
Amends Title XIX (Medicaid) of the Social Security Act: (1) to require that State Medicaid plans stipulate that no payment will be made for care and services to an individual to the extent that an entity other than such individual's family is liable for such payment unless there is a provision of a contract or a State law limiting such liability because the individual is eligible for services under Medicaid; and (2) to permit recovery from the estate of an individual, by States, of medical expenses paid through the State Medicaid plan only after the death of the recipient, his spouse and any surviving minor children or blind or disabled children.
