Restricts Federal authority to regulate wharves, piers and other structures to those coastal waters of the United States subject to the ebb and flow of the tide shoreward to their mean high water mark and to those inland waters of the United States up to their ordinary high water mark where such waters are susceptible for use to transport interstate or foreign commerce.
