Summary

Provides that the Administrator of Veterans' Affairs may provide special pay not exceeding $2.50 an hour to full time nursing assistants. Prohibits such special pay to those employed in categories of nursing assistant positions in the Department of Medicine and Surgery as to which there is no significant retention problem. Authorizes the Administrator to prescribe regulations governing agreements for special pay which would specify at least a one year term of employment thereunder. (Adds 38 U.S.C. 4119)
