Summary

Provides that recipients of veterans' pensions and dependency and indemnity compensation shall not have the amount of such pension or compensation reduced because of cost-of-living increases and post-1974 general benefit increases in monthly social security benefits. Increases the allowable amount of unearned income available from a spouse to a veteran recieving a non-service connected disability pension. (Amends 38 U.S.C. 415 and 503)
