Summary
Intelligence Community Reorganization Act - Establishes the National Security Agency as an independent Executive agency to carry out the same functions it carries out as an agency in the Department of Defense. Directs the President to appoint by and with the advice and consent of the Senate a Director of Central Intelligence. Prohibits the Director from holding any other military or civilian office under the United States. Requires the Director to coordinate foreign intelligence activities among various operating and analytical agencies and to inform Congress within 48 hours after the initiation of any covert action involving a significant risk. Requires the internal audit staff of the Central Intelligence Agency to audit the Agency and its overseas stations annually. Abolishes the Defense Intelligence Agency and transfers its functions to the Assistant Secretary of Defense for Intelligence and Director of the Central Intelligence Agency. Prohibits the training or the supplying of a domestic policy agency by any intelligence officers who are principally involved in foreign or military intelligence. Prohibits any person carrying out intelligence operations of the United States from willfully killing any person.
