Summary

Terminates all present and future agency rules and regulations after specified periods. Requires the agency promulgating such rule to recommend to Congress before the expiration date of such rule whether it should be continued, allowed to expire, or replaced by an alternative rule. Makes such recommendation effective upon the expiration of such rule unless disapproved by either House of Congress.
