Summary
Requires the Director of Central Intelligence to determine a list of those foreign firms and other entities that: (1) engaged in the construction of the chemical weapons factory at Rabta, Libya; or (2) supplied goods or other services that were utilized in its design or operation. Prohibits: (1) the importation of goods produced by such entities; and (2) any U.S. agency from contracting with, or procuring goods or services from, such entities.
