Summary

Provides, under the Consolidated Farm and Rural Development Act, emergency loans to producers and processors whose livestock and poultry have been condemned because of chemical contamination and who cannot obtain sufficient credit elsewhere at reasonable rates and terms. Provides that the interest rate on loans made by the Secretary of Agriculture pursuant to this Act may not exceed 5 percent.
