Summary
Safe Facilities Act - Amends the Homeland Security Act of 2002 to provide that no federal law, regulation, or agency action shall preempt any state law or regulation relating to the security of chemical facilities that is more stringent than the federal law, including any state law or regulation that takes effect after this Act's enactment.
