Summary
Authorizes a U.S. vessel to engage in the harvesting of Atlantic mackerel or Atlantic herring within the exclusive economic zone only if it: (1) had, before April 1, 1997, a documented landing in a port on the U.S. East Coast of at least one pound of fish harvested under a fishing permit issued under Federal or State law; or (2) is not more than 165 feet in length and has engines that produce a total of not more than 3,000 horsepower.
