Summary

Amends the Federal-Aid Highway Act of 1976 to direct the President to take such actions as necessary for fiscal year 1977 and subsequent years, to prohibit the manufacture for sale in the United States of more than 90 percent of the passenger automobiles manufactured in the United States during 1976 and to prohibit the importation of more than 90 percent of the passenger automobiles imported during 1976.
