Declares that the United States shall be liable for any injuries sustained by a named individual due to treatment by the medical staff of a military hospital in Alabama if an action on her claim is instituted in the U.S. District Court for the District of Massachusetts during a one-year period and such injuries are found to have been caused by negligence. Confers jurisdiction upon such court to hear any action filed by such individual concerning such treatment.
