Summary

Outer Continental Shelf Energy Policy Act - Expresses the findings of Congress and declares the purposes of this Act, including to insure that the Federal Government has reliable and first-hand information on the nature and extent of energy in the undeveloped areas of the Outer Continental Shelf. Directs the Secretary of the Interior to conduct an inventory of oil and gas resources on the Outer Continental Shelf. Specifies the content of such study. Grants the Secretary administrative subpoena powers to collect documents and data relevant to this Act. Authorizes to be appropriated such sums as necessary to carry out this Act for fiscal years 1975 and 1976. Establishes in the Department of Interior an Outer Continental Shelf Operations Advisory Board to review the provisions and regulations of this Act, monitor enforcement, make recommendations, hold public hearings, and assist the Secretary in compiling policy impact statements. States that after designation of a leasing area on the Outer Continental Shelf and before solicitations for leases, the Secretary shall prepare and make public a detailed policy impact statement describing the extent, policy, means and capacity of the energy resources of such area. Provides that no tracts not subject to a lease entered into under this Act shall be leased until at least 60 days following the submission to Congress of the policy impact statement pertaining to such tracts.
