Summary

Provides for reimbursement of 80 percent of the cost of imported residual fuel oil exceeding the average price of domestically produced residual fuel oil to public utilities. Provides a $10,000 fine and liability for all reimbursements previously paid to a utility that passes on to its customers the costs of imported residual fuel oil, if such costs represent more than twenty percent of any amount expended for such residual fuel oil exceeding the average price of domestically produced residual fuel oil.
