Summary
Amends the District of Columbia Self-Government and Governmental Reorganization Act to allow certain acts of the Council of the District of Columbia to take effect after the date such acts are transmitted by the Chairman to the Speaker of House of Representatives and the President of the Senate. (Currently such acts, relating to emergency circumstances and the Police and Fire Departments, require congressional approval before taking effect.) Revises congressional procedure on certain District matters to provide that resolutions with respect to actions of the Council following the rules of the appropriate House.
