Summary

Amends the Federal criminal code to ensure that, with respect to the prohibition against guns in school zones, such guns have moved in or otherwise affect interstate or foreign commerce. (In United States v. Lopez, the U.S. Supreme Court held that the Congress did not have the power to make it a Federal crime to possess a gun near a school based on the commerce clause because of an insufficient nexus to commerce.)
