Summary
Social Security Trust Funds Management Act of 1985 - Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to: (1) prohibit the inclusion of the receipts and disbursements of the social security trust funds (the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Federal Hospital Insurance Trust Fund, and the Federal Supplementary Medical Insurance Trust Fund) and of the social security taxes imposed under the Internal Revenue Code in the totals of the Federal budget; and (2) exempt such items from any general statutory limitation on Federal budget outlays. Requires the President to appoint two additional members to the Boards of Trustees of the social security trust funds.
