Solano Project Indebtedness Prepayment Act - Directs the Secretary of the Interior to enter into an agreement with the water users of the Solano Project in Solano County, California, for: (1) the prepayment of the remaining capital indebtedness on the Solano Project; and (2) the transfer to the water users of all right, title, and interest in the land and improvements forming the water supply facilities of the Project. Outlines price and transfer conditions. Requires the water users to assume all liability for administration, operation, and maintenance of such facilities upon such transfer. Declares that the Secretary is responsible for, and retains full jurisdiction and control over, Lake Berryessa and retains full title to all recreational facilities.
