Amends the Comprehensive Environmental Response, Compensation and Liability Act of 1980 ("Superfund") to revise provisions relating to the State share of costs of remedial actions in response to a release of a hazardous substance at a disposal facility owned by a State or local government. Requires that such facility be operated, as well as owned, by the State or local government in order for such provisions to apply.
