Summary
Requires institutions of higher education receiving Federal funds to report to the Commissioner of Education with respect to any funds received by such institutions from foreign sources, including the name and address of the source, the amount received, and the date on which the funds were given. Provides that any person who misrepresents a material fact or fails to disclose required items under this Act shall be fined not more than $10,000, imprisoned for not more than 2 years, or both.
