Summary
Establishes the Commission on Electronic Fund Transfers to study and recommend administrative action and legislation necessary for establishing public or private electronic fund transfer systems. Requires such study to take into account: (1) preservation of competition among financial institutions; (2) user and consumer rights; and (3) the impact on monetary and economic policy and on availability of credit. Authorizes an appropriation of $2,000,000 for the purposes of this Act.
