Repeals Public Law 87-733 (the "Cuban resolution"). Repeals provisions of the Foreign Assistance Act which deal with prohibitions on assistance to Cuba and third countries trading with Cuba. Deletes references to Cuba in the Agricultural Trade Development and Assistance Act of 1954.
