Changes the rules of the House of Representatives to disallow the payment of travel expenses by the United States to Members of the House of Representatives who have been defeated or who will not seek office for another term. States that such rules shall be in effect from the time that the election is lost, or, in the case of a Member deciding not to seek reelection, from the time of adjournment sine die of the last session of a Congress.
