Summary

Great Lakes Bill of Rights - Makes the place of production a factor in assigning ports of cargoes procured, furnished, or financed by the United States pursuant to the Merchant Marine Act. Requires, under the Merchant Marine Act, that at least ten percent of operating differential and construction differential subsidies be allocated to each of major port areas set forth in the Merchant Marine Act. Establishes a Great Lake regional office of the Maritime Administration of comparable size and grade to other Administration regional offices. Authorizes the Secretary of Transportation, under the Great Lakes Pilotage Act, to arrange with Canada for uniform rates and other terms for services by registered pilots on the Great Lakes.
