Summary
Provides, under the National Visitor Center Facilities Act, that the commencement date for lease of the Union Station Building shall no longer be contingent upon when the facilities are available for public use. Specifies the conditions for the construction of parking facilities at the Center. Expands the authorized alternatives for the new railroad passenger station site to include the east wing of the Union Station Building. Increases the authorization of appropriations under such Act from $8,680,000 to $21,580,000. (Amends 40 U.S.C. 802)
