Requires the Secretary of Health and Human Services to enter into two one-year contracts to test whether enrollment in the supplemental security income program under title XVI of the Social Security Act can be significantly increased by offering private organizations financial incentives to engage in outreach. Requires one demonstration project to be in an urban area with a high rate of poverty and the other project to be in a rural area with a high rate of poverty. Directs the Secretary to report to the Congress the results of such demonstration projects.
