Cellular Services Monitoring and Consumer Assistance Act of 1990 - Directs the Federal Communications Commission to: (1) monitor the cellular telecommunications industry; (2) obtain and make public data on licensee charges, financial performance and practices, and services as part of an overall inquiry into its regulatory policy to determine whether changes are needed to ensure the availability in rural and urban areas of high quality innovative cellular services at reasonable cost-based rates; and (3) report to the Congress on the industry and on specified regulatory policies.
