Summary
Establishes a Task Force on Economic Revitalization. Sets forth the membership and powers of the Task Force. Directs the Task Force to conduct a comprehensive study and investigation of corporate finance. States that the study and investigation shall include, but not be limited to, an evaluation of possible amendments to the Federal tax laws designed to: (1) provide adequate sources of investment for capital formation; (2) increase the mobility of financial capital; (3) improve national balances between debt, equity, and retained earnings; (4) encourage equity financing over debt financing; (5) encourage dividend income over capital gains; and (6) promote capital ownership by low-and middle-income persons through deferred compensation plans. Authorizes appropriations of such sums as may be necessary to carry out the provisions of this Act.
