Curb Illegal Downloading on College Campuses Act of 2007 - Authorizes the Secretary of Education to use the Fund for the Improvement of Postsecondary Education to support efforts by institutions of higher education and other nonprofit institutions and agencies to establish pilot programs and initiatives on college campuses to reduce illegal downloading of copyrighted content, thereby improving the security and integrity of campus computer networks and saving telecommunications bandwidth costs, while ensuring the availability of such bandwidth for research and educational purposes.
