Summary

Science Education for the 21st Century Act - Authorizes the Director of the National Science Foundation (NSF Director) to make awards to institutions of higher education to: (1) provide scholarships to assist students and graduates of baccalaureate degree programs in science, mathematics, or engineering to fulfill the academic requirements necessary for certification as science, mathematics, or technology teachers at the elementary or secondary school level (science teachers); and (2) improve their undergraduate education and in-service professional development. Authorizes awards to State or local educational agencies (LEAs) to implement a plan for development and use of master science teachers for kindergarten through grade eight. Authorizes the NSF Director and the Secretary of Education to establish a research program to determine the most effective educational uses of information technologies in elementary and secondary schools. Authorizes the NSF Director to provide assistance for the creation and support of regional centers for the utilization of educational technologies. Authorizes additional appropriations for the National Science, Mathematics, Engineering, and Technology Education Digital Library for precollege education collections and support services for science teachers. Authorizes the agencies in the Next Generation Internet program to provide broadband Internet connections to elementary and secondary schools for science, mathematics, and technology education. Requires the NSF Director to make mathematics and science proficiency partnerships demonstration grants to LEAs. Getting Our Girls Ready for the 21st Century Act (Go Girl Act) - Authorizes the NSF Director to make grants to, and contracts and cooperative agreements with, LEAs to provide subgrants to elementary and secondary schools for services that prepare girls to pursue undergraduate and graduate degrees and careers in science, mathematics, and technology. Requires the NSF Director to: (1) to give priority for outreach grants under the Scientific and Advanced-Technology Act of 1992 to proposals involving secondary schools with a majority of students from groups underrepresented in the science, mathematics and engineering workforce; (2) arrange for an independent review by the National Research Council of Federal programs supporting elementary and secondary science and mathematics education; and (3) convene the first annual conference for kindergarten through the 12th grade science, mathematics, engineering, and technology education stakeholders. Requires the Director of the Office of Science and Technology Policy to: (1) establish an interagency committee to coordinate Federal programs supporting elementary and secondary science and mathematics education; and (2) prepare a plan for such programs.
