Directs the National Park Service to reissue a specified Special Use Permit with an expiration date of December 29, 2011, to Vail & Vickers, Inc. (owners and operators of a viable ranch and hunting operation on Santa Rosa Island, California, since 1902). Declares it a Service policy to seek to honor all commitments made to any person from whom property is acquired, including any Service commitment to reissue a special use permit, except to the extent the permit holder and the Service agree to revise the commitment.
