Summary

Mandatory Electronic Funds Transfer Expansion Act of 1995 - Amends the Federal Financial Act of 1994 to require that recipients of Federal payments on or after January 1, 1996, receive them through electronic funds transfer. Exempts recipients of Federal payments who do not have an account with a financial institution or an authorized payment agent. Requires that all Federal payments after January 1, 2001, be made by electronic funds transfer.
