Amends the Water Resources Development Act of 1992 to authorize the Secretary of the Army to pay for the non-Federal share of work carried out under the challenge cost-sharing program for the management of recreation facilities and natural resources at water resource development projects by a non-Federal interest if the Secretary has entered into an executed agreement with the non-Federal interest that provides for reimbursement.
