Summary

Congressional Ethics Reform Act of 1989 - Amends rule XLIII of the Rules of the House of Representatives to prohibit Members, officers, and employees from accepting honoraria. Amends XLVII to prohibit Members from accepting any outside earned income and to provide limitations on travel and entertainment expenses relating to speeches or appearances by Members. Amends the Federal Election Campaign Act of 1971 to prohibit Members of Congress from spending excess campaign funds for their personal use. Amends the Internal Revenue Code to repeal the provision allowing an income tax deduction for certain living expenses of Members. Amends rule XLVI to revise the limitations on mass mailings. Amends the Legislative Reorganization Act of 1946 to provide for pay adjustments for Members whenever there is a cost-of-living increase under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.
