Summary
Provides that nothing in the Federal Aviation Act of 1958 shall preclude any State or political subdivision from adopting any law with respect to aircraft noise and sonic boom. States that compliance with any such State or political subdivision law shall not relieve any person from the obligation to comply with the provisions of the Federal Aviation Act. (Amends 49 U.S.C. 1431).
