Summary
Provides for the establishment of an Upper Mississippi River Recreational Area. Directs the Secretary of the Interior to provide for land acquisition and development in order to carry out this Act. Establishes the Upper Mississippi River National Recreation Area Council. Provides that such Council shall recommend to the Secretary rules and regulations for the administration of the recreation area created in this Act. Authorizes the appropriation of such sums as may be necessary to carry out this Act.
